How to enable Shift Key to draw parallel line

When drawing length measurement, I know you can draw the horizontal or vertical lines while holding shifts button. However, I am unable to do it on my mac. Is there anyway that i can enable it through the customize keyboard? Does anyone know what the command call?

I am able to do it while drawing angles but not length

No, the default Shift key cannot be changed for vertical/horizontal line drawing.
