However, on Win 7 tried to run on a clean system.

On both systems, the version of RadiAnt DICOM Viewer 1.9.16 and older is launched. When you try to run newer versions (the installation is fine), a small window appears for a moment,created CrashReport and minidump.dmp.

Thank you for reporting this issue.
Athlon XP is a pretty old CPU (16 year old).
It does not support SSE2 instructions. This might cause some problems.
However, we did not have any similar reports from other Athlon XP users.
It seems that your only option is to change the hardware to something newer if you want to use newer versions of RadiAnt.

Can you open and view the file minidump.dmp (in the folder RadiAntErrorReport) that is created when you try to open new versions of the program?
Where can I send it (e-mail)?
So you can find out the reason for the unsuccessful start.

We have analyzed your minidump file. It appears that the issue is caused by the CPU not supporting SSE2 instructions.
